After much debating, I am inclined to believe that the picture is from Lon Chaney's 1925 Phantom of the Opera.

I got the photo from a rant concerning "miscast" Phantoms (Lon Chaney was not considered a "miscast" Phantom. In fact, he was thought to be in the Top Ten, if not the quintessential, Erik.)
