We never had a TV growing up, and by and large I think that was a good thing. Even if ET scared me to death at ten, because I was so unused to TV and movies. However, I like my TV and especially movies too much to give it up now.
Children shouldn't watch TV completely unsupervised, unless it's a DVD of a kid's movie they've seen a few times already and you know it won't scare them.
Parental participation is very important in this. Especially with very young children, it's important that parents screen what their kids watch, and don't completely ignore age guidelines. The TV should never be used in lieu of a baby-sitter, although I can understand that the temptation to do so is always there.
