She already got her first treatement against flea, some sort of gel, easy to apply behind her neck. I bought a collar and a medallion for her. I wrote her name and my phone number, just in case. Every time she asks to go out, I'll put it. She understands she's aloud to get out with it. When she returns in the house I take it out. So far, she didn't go far from home. The vet said cats usually don't go far when they are adults for their first experiance. Maybe I'll try to go out with Bella, too. She needs some exercise.

You might want to get her chipped, too (as a backup.) Some :kitty:s are notorious for slipping/losing their collars. It lasts and is relatively painless.
A young lady I know from another board I belong to recently had one of her managers return after a three month absence (she lived in Sooke, but the family moved about six weeks ago.) She's still missing one of her managers (presumed "with Bast") who went missing over a year ago.

For the moment, I survey her movements and absences. She looks happy around the house. She runs inside whenever she's scared by something.

For the other one, first put eher on leash and walk around the house with her. Then let her go freely, but stay out and make some noise - have the radio on or something. Then you'll be able to let her as freely out as her sister.
Apply the same procedure if you go with them to other places : countryside house or moving to another place. This way, both cat will discover safely the outside of their home and are much less likely to get lost.
Of course, get then chipped and/or tattooed before letting them out. And be careful if there's dogs around. IIRC, their previous staff/owner got the girls declawed i.e. without half of their natural weaopns to defend themselves. Without claws, they could also have problems to get in tree if needed.

I just thought of another thing: "train" her to respond to a "safe command" (come to you with a particular word or "sound".)

Bella seems happy inside, so I'll keep her that way. I have the strange impression, she'll prefer to get rid of Ce'Nedra. I keep on eye on Ce'Nedra everytime she's outside. As long as she plays around the house, it's ok.

What do you call outside ? A closed garden or the street ? if it's a closed garden you can regulary spray some peppers on the fence or some lemon juice and she'll stay in.
True Ce'Nedra may be happy to have alone time with her staff.

It's an open garden. Fences are not "in vogue" in here.  I'm afraid it's too late for her to keep her inside. I have to adapt myself to her character. She likes to sleep under pines and parked cars and I can survey her easily.

Um, sleeping under parked cars isn't exactly a good idea for members of the :kitty: race. Not all drivers are diligent about checking the area around their autos before tearing out onto the street.
Do any of the pet stores in your area carry "sonic fences"? It's not a "real" fence, but it will keep her pretty much on your/"her" property and safer.

No worries. I won't let her more than an hour per day outside and I always check on her moves.
